Independent Living Program (ILP)

Meadowlark Manor, Inc. is a contractual provider of independent living services to foster care youth living in Crook, Deschutes and Jefferson counties. The State Department of Human Services ILP Program is designed to assist youth in foster care to become independent adults. Youth who qualify for the program must be age 14 or older and currently in substitute care (DHS or Tribal); or, as a former foster youth, was dismissed from care at age 16 or older with 180 days of foster care placement services.

The philosophy of the Independent Living Program is to empower, encourage, and allow youth to move into adulthood with the knowledge and skills to become responsible and contributing members of society.

ILP services include the following activities:

  • Educational Assistance: Tutoring, high school or GED completion, college preparation, and alternative education.

  • Employment Assistance: Job development, job readiness training, job search, job placement, and vocational assessment.

  • Life Skills Training: Includes topics such as food management, money management, health, legal skills, housekeeping, transportation, personal appearance, and use of community resources.
